The URSA (Union des Républiques Socialistes Artémiennes, Anglic: Union of Artemian Socialist Republics, UASR) is a federal state in west Artemia. It consists of the states: Ovancian Socialist Republic (RSO), Elzmark Socialist State (HSS), Arancian United Republic (RAU), Socialist Republic of Felìbrige (RSF), and the Union of Cistrengonia (VOT). The country borders Insennia and Suevré to the west, Goetia and Boaga to the south, and Lithania to the east.

Reunification
The revolution left the former empire fragmented in many separate and weak states. Fearing a possible future invasion to topple the socialist governments of West Artemia, the various domains vowed to form a defensive pact. This led to the 1926 Ornans Agreement, officially founding the URSA.
Veikan socialists support
During the Veikan unrests of the 1950s, 60s and 70s, the URSA and Goetia aided the military branch of the Veikan Communist Party, the People's Red Front. This upset many democratic nations, and worsened the regions stability. In 1972, the Veikan Civil War broke out. During the conflict, the URSA supplied the PRF with large shipments of armaments. It also provided officers for the Oberlandscheid Brigades. From 1977 on, Tiperyn naval blockade of the Balearic Sea restricted much of the material support.

Government
The URSA is a federal socialist state under the rule of the Union People's Front (Ovancian: Front Populaire de l'Union). The UPF is the only legal political front in the country, dominating politics and government decision making. In comparison to the neighboring nation of Goetia the URSA follows a more decentralized form of government thanks to the variety of ethnic groups residing within the various states that compose it. The highest position of power in the Union is held by the Union President (Président de l'Union), who is elected by the UPF and rules until death or resignation and occupies the position of Head of State. Followed by the Union President is the Premier, who is elected by the Council Suprème d'Union des Républiques Socialistes Artémiennes (Generally known as CSURSA or Supreme Council) and holds power over legislative matters as Head of Government. Third in the chain of command is the Supreme Council itself, which mostly functions as a rubber stamping mechanism for the Union President, although it does possess significantly more freedom than legislatures under other communist governments.
Union People's Front
The UPF is a front composed of several regional communist parties representing the many ethnic groups in the Union and a number of mass political organizations representing trade unions, youth organizations and women, which are given special seats in the legislature's lower house. Its constituents trace their history to the early 20th century's Grand Campaigns, where the collapsing Ovancian Empire experienced a number of large scale ethnic anti-imperialist revolts across the nation, led by different communist parties. At the height of the Ovancian Civil War and Revolution the Ovannois People's Party called for a Unified Party Congress where all major communist parties and factions were invited, the results of this congress was the unification of the majority of these parties under a unified communist front, the UPF, which coordinated the action of the communist forces during the Civil War. The Front is currently composed by several parties:

Legislature
The Union's legislature is the Council Suprème d'Union des Républiques Socialistes Artémiennes or CSURSA. It's divided into an upper and lower house. The Assemblée des Nations (Anglic: Assembly of Nations) is the upper house, it represents the interests of the Union's many ethnic groups. Each major ethnic group within the nation that passes a threshold of 5% of the national population is assigned a "Nationality", or representation within the Assembly of Nations. More representatives are assigned to each Nationality every 5 million people. Ovannois by far have the largest representation in the Assembly of Nations, but they nevertheless lack a majority thanks to the combined numbers of Non-Ovannois representatives.
The lower house, known as the Assemblée Populaire (Anglic: People's Assembly) follows a more traditional form of representation. Representatives are assigned to the assembly based on the total population of the country, with one representative being assigned every 200,000 people. Representatives are elected every 5 years through a popular vote, though all candidates are vetted and selected by the Communist Party.
Administrative divisions
The URSA is made up of 5 federated states, each headed by their own respective government. Each of these states sees varied amounts of subdivisions. Ovancia has provinces which are divided into departments, similar to those of the late empire of Ovancia. The denser populated departments are in turn divided into communes. Elzmark and Arancia are divided into provinces and then into cantons. Félibrige and Cistrengonia are divided into cantons and then into communes. The capital region of Ornans holds an unique position within URSA and Ovancia, which is divided into communes.

The Republican Liberation Army (ALR), more commonly referred to as the Ursan Army, is the primary ground warfare branch of the Liberation Forces of the Artemian Union and the largest. Its main units of action are its divisions, which are controlled by several corps commands. The main types of division, as defined in its 2011 Liberation Force review, are:
- Decision Divisions (Divisions de décision, DD) - Heavy armored/mechanized divisions, capable of carrying out fast-paced and decisive combined arms operations against state rivals on continental Artemia.

- Expeditionary Divisions (Divisions expéditionnaires, DE) - Elite and strategically mobile forces, suited to carrying out combat operations (including special operations) abroad, often in cooperation with the Goetic Volksheer. For large-scale multilateral combat operations overseas, they'd likely be under the command of a Goetic Avantgarde-Korps aligned to a specific region.

- Reserve Divisions (Divisions de réserve, DR) - Mobilization divisions consisting of reservists, mainly former conscripts and part-time cadres, who may be called up in the event of general war on continental Artemia. Their role is envisioned as supporting the Divisions de décision and Divisions de consolidation by holding areas of the front where URSA is not engaged in offensive operations, conducting diversionary attacks, maintaining security of corps rear areas, and defeating bypassed enemy forces and saboteurs.
- Homeland Divisions (Divisions de la patrie, DP) - Static territorial defense divisions controlling variable numbers of territorial defense companies tied to departments, communes and cantons. Their doctrinal role during a general role is to delay attacking enemy forces in their sectors, securing key infrastructure (i.e. dams, administrative buildings, brigades) and rooting out saboteurs.
In addition to divisions, there are certain large non-divisional units that fulfil tasks at the corps and army level.
