Violence ends in Western Tiperyn with Goidelia Peace Agreement
Dignitaries and insurrection leaders signed the historic agreement in Santo André after months of negotiation.

The agreement between Tiperyn and Goidel militants was signed in Jungastia's New Parliament. Jungastia was brought in as a neutral mediator to bring the conflict to an end.
It is hoped that the Goidelia Peace Agreement will bring an end to the ongoing Goidel Insurrection, which entered its third violent phase in 1981. Negotiations began in November 2023 after a new counter-insurgency campaign known as Plan Vilbrand resulted in the death of the Soldiers of Goidelia boss in Tiperyn Bazile Muraha.
Negotiations were mediated by Jungastian Foreign Minister Sergio de Carvalho, and the Tiperyn people were represented by the Deputy Secretary on Jurisprudence Hollace Quinnell. Today's agreement received the personal approval of Her Majesty the Empress after much deliberation with the Archcardinal and the duchesses and princesses of the Realm.
From the Goidel militant groups, the Soldiers of Goidelia, Tiperyn will receive the following concessions:
- Militant groups will cease all violence and begin the disarmament process on 1 Dec 2024 supervised by the Realm Goidel Constabulary and verified by a multinational inspector board to be formed in early November.
- Militant groups will release all victims of kidnapping and reveal to the Secretariat on Jurisprudence the locations of gravesites of victims of kidnapping.
- Militants who are citizens of Airgialla or another foreign country and do not hold legal status in Tiperyn must leave the country.
- The assets of militant groups that are not the sole personal proprty of a Tiperyn citizen not charged with a crime must be itemized, valued, and liquidated. The funds generated from the liquidation will go to pay the families of victims of violence in Eastern Tiperyn. Militants who have been sentenced and do not receive clemency are subject to have their assets seized.
- Evidence on 25 bombings, 10 mass stabbings, and 2 sniper attacks over the past 20 years will be turned over to the Secretariat on Jurisprudence for investigation.
From the Tiperyn government, the people of Western Tiperyn will receive the following concessions:
- After disarmament is verified, 1,560 low-ranking militants held in confinement on charges that did not involve the death of a civilian, constable, or soldier will be released in 2025. 8,202 Western Tiperyn citizens charged with sedition will be released by 2026. The government pledges to give 35 imprisoned militants identified as violent leadership and 453 charged with murder the right to due process.
- 12,343 Western Tiperyn citizens who are imprisoned for crimes under canonical law but not civil law will be pardoned by the Empress and released immediately.
- The federal government will proceed with its plan to withdraw all Realm Watch gendarmes from Darimh, Rosraig, and Poc'her by 30 April 2025. Their duties fully replaced by the locally-raised Realm Goidel Constabulary, the new peak federal law enforcement agency in Western Tiperyn.
- The Holy Guard will be withdrawn from Western Tiperyn by 10 Jan 2025, with exception to the local security forces that protect the property of The Church. These security forces will be limited with what laws they can enforce in Western Tiperyn and what armaments they can carry.
- After disarmament is verified, military forces will be withdrawn from the interior of Western Tiperyn, except for major ports and airports.
- Canonical law will still remain in force when it comes to the publishing or transmitting of materials that may be distributed to the rest of Tiperyn (to include the regulation of television broadcasts). This will be administered by the Secretariat of Values' Directorate on Transmissions and enforced by the Realm Goidel Constabulary. However, the Secretariat of Values will be prohibited from patrolling in Western Tiperyn and will lack investigative powers to enter private dwellings and businesses, resulting in the non-enforcement of canonical law in most cases.
- The "Origin Bar" that resulted in different levels of federal benefits depending on a citizen's state of origin will be removed by 1 Jan 2026. However, Tiperyn's divisional governments will not be compelled by this agreement to alter or remove their equivalent policies.
- The Archsecretariat will begin an inquiry on 1 Nov 2024 to investigate how regional governments in Western Tiperyn equivalent in authority to the divisional governments may be formed. By 1 Jan 2028 the Tiperyn government will aid in creating executive and judicial institutions in Western Tiperyn that allow for self-governance equal to any other division, as well as institutions that deal with relations between ethnic Tiperyners, Anglics, and Goidels.
- Martial Law will be ended on 10 Jan 2025 and local law enforcement will be transferred to burrough and municipal police and the Realm Goidel Constabulary.
- Tipsprek and Anglic remain the languages of federal government business, but the Secretariat on Jurisprudence has announced a moratorium on enforcement of language-related codes in a private setting in Western Tiperyn until a permanent reform is signed by the Archsecretariat's office. This follows a lifting of the ban on primary and secondary school instruction in the Goidelic language on 5 Sep 2022.
- Ethnically Tiperyner paramilitaries who enacted unsanctioned violence in Western Tiperyn will be prosecuted, and the Realm Goidel Constabulary will be empowered by the federal government to protect their communities from further violence.
- After disarmament is verified, the Secretariat of Jurisprudence will end its inter-division exit visa policy for citizens seeking to travel between divisions within Western Tiperyn (but not between Western Tiperyn and Central Tiperyn). After 365 days of that policy being in effect, the exit visa policy will be removed throughout all of Tiperyn.
