The Republic of Chezzetcook, (Ovannois: République de Chezzetcook): Is an archipelagic country located north of the continent of Avalonia. Formerly a fishing outpost of Tiperyn and Ovancia, and administered as a colonial posession of the latter, Chezzetcook has been an independent republic since 1739.

History

Pre-Artemian Discovery

Government and politics

Citizenship

Citizenship is granted following national service period of 3 years active or 15 years reserve. Birth does not guarantee citizenship. Citizens are taxed differently than residents, though citizens are taxed regardless of country of residence. Social services such as UBI, universal healthcare, and universal education are generally available only to citizens, with resident non-citizens relying on private purchase.


National Service may be either military or civil in nature, and there is a comprehensive system in place to provide civil service options for national service. Options include work in various industries, as well as civil infrastructure construction and renewal, firefighting, and even municipal police forces.


All citizens, upon completion of their voluntary national service are considered eligible for draft into service in times of war or emergency for ten hears after the end of their service, or until age 65, whichever comes later. Though if drafted a citizen may volunteer to change services, such as a civil service draftee may volunteer for military service, they may not be legally compelled to do so. Because of the voluntary nature of service, and legal stipulations preventing forced service changes, Chezzetcook does not recognize the right of citizens to conscientious objection to service. A citizen is legally bound to their voluntary choice to become a citizen and their choice of service.


It is possible to circumvent a return t service draft by renouncing citizenship, at which point the former citizen is no longer obligated to serve. However renunciation of citizenship can invoke criminal charges of acts against the state, and can also invoke "back charges" for services enjoyed as a citizen. Under normal times neither action is common, however Chezzetcook courts are generally more prone to application of these laws under times of emergency.

Administrative Divisions

The Republic of Chezzetcook is divided into ten Provinces and one overseas territory.

Government

Chezzetcook is a presidential republic operating with a strong executive branch.

The head of state is the President, who is elected by national vote every five years. The presidential ballot is not tied to party affiliations and is open to any citizen of Chezzetcook over 30 years of age, with a net worth of at least 10,000 Livre and who is not a criminal.

Chezzetcook's legislature the Congrès National is a bicameral legislature where the lower house forms the government and the upper house acts as a review of legislation before it is passed to the President for authorization.

The lower house in the Congrès National is called the Assemblée Législative and is comprised of XXX members. The leader of the party with the most seats in the lower house forms the government. The governing party has a five year mandate and must hold an election before the end of that five years. Elections require a minimum of eight weeks notice. Elections may be held at the whim of the governing party, with a 2/3rds majority vote of no confidence in the lower house, or with a majority vote of no confidence in the upper house and approval of the sitting President.

The upper house in the Congrès National is called the Assemblée Populaire and is comprised of XXX members. The upper house is a non-party senate in which members hold their seats for life or until age 65, whichever comes first. Members are voted in for their constituencies when their seat is vacated. Members of the upper house may be removed by a 2/3rds majority n the lower house and with approval of the sitting President, or via impeachment within the upper house. The upper house may impeach the President as well, while the lower house can not.

Legal System

Chezzetcook maintains a compound legal system combining both Common Law and Civil Law owing to its historical roots. The court system is adversarial, and acts as an impartial judge in trial cases. Civil law is employed for criminal law under the Criminal Code of Chezzetcook, and defines crimes of violence, against the state, non-petty property crimes, and those pertaining to safety. Secondary to this are non-criminal laws which operate under a case law basis as common law, and are driven primarily by precedence. To further complicate the legal system, the Superior Court of Appeals, the supreme court of Chezzetcook, reviews cases under a case law framework, even if they were criminal in nature. Though case law precedence is binding in appeals of even criminal cases at the Superior Court level, existing precedence is often severely limited in its application to new cases due to the specific circumstances of every case.

Criminal law is dominated by the National Codes which have been passed by the Congrès National and act as the defining legal statues and de facto constitution of Chezzetcook. To pass as a National Code a law must be stipulated as such, conform to strict regulations outlining specificity and detail, and attain a 2/3rds majority in both the upper and lower houses. A National Code may be abrogated via national plebiscite with a majority of eligible voters.

Non-criminal law is dominated by Acts of the Congrès National which are passed through both the upper and lower houses with a simple majority. Acts may be repealed by other Acts, or may repeal existing Acts themselves, but may not alter National Codes. The exception to altering National Codes is in relation to Superior Court ruling, for which Congrès National can pass Acts which act as precedence for rulings, though these Acts are taken at no greater value than existing precedence.

Law enforcement

National and provincial police forces are governed under the Police Code, authorized firearms and have special legal framework for their use as a tool in policing. National police have jurisdiction at all levels, provincial only within their province.

City, municipal, and local police forces are governed under the Sherif's Act, and are not authorized firearms for use as police tools. jurisdiction is limited to the mandating body responsible for their creation. Police officers operating under the Sherif's Act may carry firearms in accordance with civil self defense laws and licensing only, and may use them as such. Many such police officers are thusly armed, though unable to use their firearms beyond self defense.

Foreign affairs and military

Chezzetcook maintains diplomatic with most countries of the world. Though unaligned for most of modern history, Chezzetcook has undertaken a steady move towards a pro-Avalonian focus in foreign policy in the twenty-first century, joining the ECOSEAS alliance as a major member in 2019. Further, Chezzetcook has been an observer in the Northern Coregnancy since 1960. It has been considered a Great Power since the Grand Campaigns due to development of its global trade network and the presence required to maintain it.

Armed Forces

The Armed Forces of Chezzetcook are comprised primarily of two branches: the Armée Nationale is the traditional army, and the Marine Nationale which is the traditional navy. The two branches of the armed forces are nominally independent, with a shared General Staff Headquarters which provides coordination between both branches. The head of each branch reports directly to the War Minister.

Though independent, the Armée Nationale is unofficially subordinate to the Marine Nationale due to the latter's role in defending both the island nation directly and its interests globally. Officially, though larger in manpower, the Armée Nationale is primarily comprised of reserve and part time soldiers, and has a far lower share of the defense budget in absolute terms than the Marine Nationale. Annual funding in 2020 for the Armée Nationale amounted to just over 10 billion Livre. Officially the role of the Armée Nationale is defense against foreign invasion of the home islands, however since the 1920s it has been developed primarily as a cadre force to provide trained soldiers to deploy to a major foreign war. Experiences deploying troops to Artemia during the Grand Campaigns led to a national focus on the army as a cadre force to act as such in a future war. The Armée Nationale is served by a number of sub-branches, including the Air Corps, Information Corps, Armoured Corps, Medical Corps, Infantry Corps, and others.

The primary armed force of Chezzetcook is the Marine Nationale, which acts as the navy and major air force for Chezzetcook. The Marine Nationale provides primary national defense in its role as nuclear deterrent, as well as global trade route protection and as the first line of direct defense of the home islands. Unlike the Armée Nationale, the Marine Nationale is primarily a career force, with well paid and supported positions and a strong culture of long-term service. Most technological development for military applications is driven by the Marine Nationale, including electronics and missile technology. In 2020 the annual budget for the Marine National was 200 billion Livre. A number of sub-branches constitute the Marine Nationale, including L'Aeronavale, Information Intelligence, Exo-atmospheric, ballistic missile and ballistic missile defense, naval infantry, special forces, and others. Because of its diverse capability, global presence, and substantial impact on Chezzetcook national budget, the Marine Nationale is often mistaken for the entirety of the armed forces of Chezzetcook. Marine National high command officers have a substantial impact on national politics, as the navy has strong support from the population.

Economy

Chezzetcook is one of the largest economies in the world, operating as as primarily service economy with substantial industrial capacity.

Agriculture and Fisheries

Agriculture is a minor part of the economy of Chezzetcook, providing insufficient produce to feed the population. In addition the northern nature of the main islands of Chezzetcook provides a limited growing season and limits crop options. Most crops for food are imported.

As a Northern nation with access to the rich Boreal fishing ground, Chezzetcook has a substantial fishing industry, though it is a relatively small part of the economy overall. Chezzetcook produced fish products, as well as wild caught fish, are processed and packaged in Chezzetcook and consumed both locally and globally.

Manufacturing

Although a long industrialized economy, Chezzetcook's manufacturing sector has held an ever smaller portion of economic output in the late twentieth and early twenty-first centuries. Design, manufacture, and operation of reactors and associated systems are all undertaken in Chezzetcook, as is refinement and enrichment of nuclear fuel. Further to this Chezzetcook operates the world's most comprehensive maritime nuclear reactor recycling capacity.

Trade

Chezzetcook has a long history as a global trade state, with trade connections to most countries, and on every continent. Favorable business tax and legal requirements have allowed Chezzetcook to remain a significant payer in global trade. Because of this, maritime trade related industries are also substantially over represented in the economy.

Information Technology

Chezzetcook has had a strong computer development sector since the 1940s. There are substantial microprocessor and software development industries operating in the capital city of La Hève.

Demographics

Language

The Republic of Chezzetcook is a blingual nation, with two official languages. Both Ovancian and Anglic are used officially in all provinces, though one or the other often dominates in the provincial populations. Chezzetcook is recognized as one of the largest populations of Anglic speakers outside of Tiperyn. Additionally, the native Lnuismk language is officially recognized as having national status and has government services provided, but is not recognized as a language of governance. The territory of Iles Sainte Croix is administered in the national official languages with the native Mā’ohi language a dominant but unofficial regional language.

The Tipsprek language is a substantial minority in the provinces of Sydney and Provence.

The province of St.Mary's has a minority of Goidelic speakers.
